A WP made entry can be corrected via Mac or iOS calendar and will show the correct time, even on WP as well. New entries made on Mac or iOS devices are shown with the correct time.
So it seems WP 8.1 has a time zone problem. In fact, WP 8.1 seems to send the wrong time zone to icloud when syncing, so that iCloud always get a WP-made new entry as UTC-time. Germany is UTC-1 (winter time) and UTC-2 (summer time). And this is exactly the difference the calendar shows after syncing: 1 hour when the date is winter time, 2 hours when the date is summer time. Just trying this workaround - looks like google caldav sync had similar problems. It seems to solve the problem icloud sync >wp8.1 calendar entries now correct time. However, if i use wp8.1 to create an entry in an icloud calendar, it is now +1 hour.
Interestingly if i edit the WP8.1 entry on the ipad to correct the time (WP8.1 original entry 12:00, shows up in icloud as 13:00, edit on ipad back to 12:00 - when wp8.1 re-syncs its appointment from icloud it is now 11:00! Havent quite wrapped my head around that just yet. Main point is that it does seem to enable correct time of sync'd icound calendars - but creating entries in an icloud cal from wp8.1 still has the DST offset issue.
